Land Use Task Force Research Sub-committee Charge

The purpose of the Research Sub-committee is to collect, organize and present the data and information needed by the full Task Force to develop its recommendations. The Sub-committee shall:
o Analyze changes to lots and housing stock since enactment of the 1992 Garrett Park setback ordinance (Outcomes analysis)
o Identify new construction and renovations done during that time; select a representative sample for study to ascertain the effects on housing size, style, and lot coverage among other things. (Harry Gordon has records)
o Using the sample of houses studied in 1992 as a baseline, look at how those 73 houses/lots (20% of total housing stock at the time) changed since enactment.
- Compare Garrett Park’s land use standards and processes to those of other similar municipalities
o Using elements identified by the Technical Sub-committee, review land use standards and processes/procedures from selected municipalities in the Washington area
- Create a database to aid in comparative analysis
- Create graphic material as appropriate to aid in comparative analysis and education/communication initiative
- Collect and summarize relevant legal precedents, opinions, rulings and laws as required by the Task Force.
- Inventory Garrett Park properties.
- Identify representative sample
- Collect and organize data in a database
- Identify percentage of lot space now covered/open
- Identify percentage of open lot space that is impervious
- Identify existing lots that do not meet current land use standards
- Other data elements to be determined.
- Create graphic material as needed.
- Investigate use of municipal land use standards to promote sustainable (“green”) building practices as time permits. (add to ordinance database?)
- Undertake other research initiatives as the need arises.
